Seems like there's lots of blame to share.
Management lacked the leadership to tell the unions "no" when they kept asking for more and more. And they lacked the leadership to do create a business model that enabled them to effectively compete with Japan (and to a lesser extent Europe).
I can't quite figure out which bunch is the worst--unions or management.
