I use Citizen's (Royal Bank of Scotland group) and they charge a very nominal fee for a foreign withdrawal. On my trip to Paris in May the fees ranged from $0.70 to about $8.00, with most being in the $1.25 to 3.00 range. The $8 one was from a chunky withdrawal. Strangely, it doesn't seem to be a set percentage, so it may vary depending on the bank whose ATM you use overseas AND what network they go through. But with the exception of the $8 one it's not a lot different than the fee I'd pay here for a non-Citizen's bank withdrawal. That's the largest fee I've ever seen in my European withdrawals, and I go over 2-3 times a year. I never carry much cash, though, and rely on ATMs. The fees, though, are a cost of that reliance.
You could check with your bank and some others to see which offer the best deals on this. I use a separate travel account with its own ATM card(s) and can move money into it online, but the cards can't access any other accounts. Do you carry a spare card? I've see ATMs eat cards, which can kinda cramp your plans.
