Make sure Mass does not have any monthly fees, or other "gotchas".
I've been a happy E-Z Pass user since 1994, all with New York, even though I live in NJ. NY was the first state in the NE that had it, so I really had no choice. Plus their deal was $1 per trip across the Tappan Zee Bridge with E-Z, vs $2.50 cash, so...
With NY, I have no monthly fee (so long as I keep it on automatic replenishment from my Credit Card), free tags (Way back, there was a deposit, but that was returned to me a long time ago), and can even pay for parking at the airports with it.
MA might be the best deal right now, but also check Maine, New Hampshire, Pennsylvania, all of them if you're looking to get them cheap or free.
