You can actually see the breakout of fees by state on Wikipedia:

At least with my NJ account you're supposed to link the transponder to a specific car, but you're allowed to use it in other cars and I've never had a problem doing so. Presumably if there was a malfunction, it's going to be more of a headache if you're in another car.
For a rental truck, you're fine on the 10' trucks with four wheels, but the dualies (usually 15'+) are on a different fee schedule for many tolls (as you may find out a much more expensive fee schedule especially around NYC).
In general E-ZPass is amazing - I got mine years ago for infrequent trips to the NE and it was definitely worth it. Makes life much easier if you travel on an expense account for business too.
