Running 15A on a 15A circuit will:
cause the breaker to trip more often
cause voltage drop; the higher the load, the more voltage drop. Voltage drop is bad for motors. Some other things like computers handle it just fine as long as it's consistent. Voltage drop will increase with length.
cause heat. Whatever amount of voltage you drop, that loss is turning into heat. Under ideal conditions with this power amount, it's not a big deal. However, if a wiring junction or outlet were corroded, falling apart, any weak points would get extra hot and that might not be good. If there are any loose connections, the arcing will get progressively more hot, just like turning up the amp dial on a welder. For a continuous load, which an air compressor is not, you're wasting money on electricity that is lost to voltage drop and heat, and that could potentially be more than the cost of having an electrician put in a bigger circuit after a short payback.
