The drive by wire is suppose to have redundancy & error checking and in the case of failure to go to idle, (can't kill the engine because that would kill the power steering & power brakes, etc). If it is a computer problem, either hardware or software, it is a really really big design failure, (not to overstate the obvious), not that a problem with the gas pedal wouldn't be one either.
Almost all cars have these systems because of the control it gives with respect to emissions, fuel economy, and safety features it can help enable like traction control & stability control.
