Yes, you CAN dial 911 from a cell, even one that doesn't have service.
BUT, in the USA, we have "Enhanced" 911 or E-911. The theory behind it is that one can be incapacitated, unable to speak, or whatever, and help can still get there. You can struggle to the phone, dial 9-1-1, drop the phone & collapse, and help should be at your door in minutes.
They can do this because they know where all the landline phones are.
Some cellphones have GPS, but is that transmitted with a call, AND, is the 911 center able to receive it and decode it? Triangulation through cell sites can take precious minutes when a life hangs in the balance.
Until I know that my local 911 center can use my cell to get my location in that way, I'm sticking with a landline.
