How is it meaningful or useful at all when 10 private sector jobs are replaced by 10 jobs digging holes and filling them up but paid the same amount as before by the government instead of private consumers?
How is it meaningful or useful at all when 10,000 cars couldn't find buyers, and the government bought a battleship to make up the difference?
The whole "gross" part in GNP/GDP is concocted to obfuscate and cover up for government take-over of the economy.
If there's an ounce of intellectual honesty about measuring economic productivity and societal well being, government service/expense is at better considered as an "insurance expense" item. So any tax and government deficit should be considered as insurance premium, and subtracted from GNP/GDP . . . just like the premiums collected by insurance companies are expenses by other companies (so should tax payments), and losses on the part of insurance companies directly subtract from GNP/GDP (so should government deficit).
