That's the purpose of insurance, right? But to an insurance company "whole" doesn't necessarily mean using new parts on an old car, if appropriate used parts can be found. How a body shop charges for the work is a different issue, of course.
But ya figure, if you have a car that's say, 6 years old, it's running on used parts, just like all the other cars on the road. New matters for some things, especially where safety is an issue, but not for others.
For instance, a guy hit my daughter's 9K, wrecked the front passenger door (more her fault than his). I called around, found a one in a yard (same color, even), bought it for $115, had a shop put it on for about $150. A used door comes with door handles, glass, window motor and hardware, door lock actuator, etc. If I put a new door on, I'd have to get all that stuff separately or pull and reinstall from the old door. That's part of the insurance company logic.
Not defending the practice, just sayin' it's how the insurance companies think. And since I buy some used parts at a boneyard anyway, I don't have a big problem with it if it looks OK in the end.
