You have to keep in mind that many utilities have enough generation for "peak" power demand - i.e., August 5th at 6PM when both business and residential customers have their AC's on full blast trying to keep their premise cool. For example, several utilities maintain a relatively cheap "base load" (i.e., coal, nuclear, etc.) which provides low cost power, and "peaking" units which run off of oil or natural gas which are signifcantly more expensive sources of fuel.
If the utilities can figure out how to keep mass electric vehicle charging "off peak" (which, a lot of the new Automated Meter Infrastructure technologies provide support for) then there should be both nominal impact to the grid (assuming the EV charger draws less current than an AC compressor, which i'd imagine is a pretty safe assumption), and a relatively low price for consumers for electric vehicle charging.
I guess this could potentially increase CO2 emissions if your utility uses a coal base load, but I wonder what the net cost/benefit is of a few hundred mW of coal generation vs. several hundred/thousand cars worth of CO2 emissions avoided...
