This is currently possible. The Volt can be programmed to only accept a charge during evening hours. You drive it home, plug it in, then the on-board electronics activate the recharging function during cheaper evening hours.
Some electric utility compies already offer lower off-peak electricity rates for charging electric vehicles\ and, most are investigating implementation of these rates if they don't have them already.
Solar charging is possible - even in Michigan! Businesses (likely to primarily be Dealerships which sell electric vehicles) install these small arrays over dedicated parking spots where employees and customers can park their electric vehicles for a partial recharge. Excess energy produced when no one is charging is delivered to the business' power system which reduces their purchase of electricity from the grid - the financial incentive to construct one of these. Yes, these arrays are currently subsidized - I don't want to mislead anyone about that.
