All the countries where (allegedly) bureaucrats are efficient/sensible are much smaller countries. Countries like Israel, Nordics, Singapore, etc. are practically city states each with a population much smaller than that of the NYC alone. There is a genuine "citizenship" in those countries, where there are very few layers between the average citizen and the top leaders. Mistakes and abuses can be quickly detected and assessed.
All the countries that have comparable size to the US are known for khafqanesk bureaucratic inefficiencies and outrages: Russia, India, China, you name it. Germany with a size somewhere in between (xx million, geometric mean between x-million city states and xxx million jumbo empires) had an alleged "efficient" bureaucracy once, but they pursued efficiency in solving an alleged "problem" that never needed a "solution."
I'm not at all convinced that placing smart people into those bureaucratically abusive positions would be a great idea:
(1) any good human talent placed in those positions is one more otherwise productive person made unavailable to the productive sectors of the economy;
(2) the smart ones may well push along quicker the bribery/rent-seeking behavior that those institutionalized/gun-enforced choke points in commerce represent: Russia, India and China are all known for briberies and corruption. A body search like we have now can probably be avoided in those countries with a Ben-Franklin or the local currency equivalent. Even in our country, the Chertoff phenomenon speaks volume about the gradual degeneration of a small efficient west European (English)-style government-lite to the eastern style heavy-duty interventionist bribe-seeking racket.
I'd go light on the individual bureaucrats. It's the institution, not the individual that's the problem . . . although a rotten fruits (institution) do tend to attract/keep the flies and maggots.
