If no, then, you need to mount the old drive somewhere to get the files you want. As pointed out by Ron, your old computer probably has a PATA drive, so you need to get a disk enclosure that takes a PATA drive with USB connection or mount the drive into another computer that takes a PATA drive.
If your old computer is bootable and can stay up long enough for you to copy off to an external drive or if you can make CD/DVD copy of your files, then you just burn some CD/DVD and this probably would be the easiest way to go.
Yes, you do need to reinstall all your applications and some of your older peripherals may not work with Windows 7.
Otherwise, it's really not that bad if you don't have a lot of files to transfer.
The question remains as to whether you would transfer any infected file this way. I would suggestion when you get your new machine, install whatever you feel are great anti-virus anti-malware anti-whatever apps first then mount your files via CD/DVD, external drive and let the anti-(whatever) scan the files/drive first before actual copying.
You don't need $1,000 for a PC, you get a reasonably fast one for $500 or so. I got two off the shelf HP quad processor Windows 7 64-bit premium machines at around $400 each when on sale. If you play games, you may buy a separate graphics card for $100 to $200. If you have a good graphics card in your old computer, you maybe able to reuse that one provided it has a Windows 7 driver.
I have to say Windows 7 far exceeds my expectation, and is a whole lot better than Windows Vista enough though they are supposed to be very similar. Some years ago I posted here on my experience with Win Vista and I have bought three Vista machines and returned every single one. Now I got three Windows 7 machines and so far I've been impressed.
