I wonder if the worsening civility on the road isn't (in part) due to inability to predict other driver's behavior, as well as the inability to communicate.
One never knows if the person behind is tailgating to pass, or just tailgating. Move over and you're just as likely to have them not pass (and trap you behind a slow truck) as pass. Same goes for you trying to pass, more likely than not, that slow driver in the left lane will not move over. Will that person let you merge or not?
Compound this with the inability to communicate (excuse me ma'am, would you mind if I passed?, sir I am sorry that traffic is not moving faster, but I wonder if promise to move over when it does, would you be willing to move a carlength further behind me?). This may have the effect of some drivers ratcheting up their aggressive behaviour, and others shutting down.
I agree that we should do our best to be civil though. I have found that since letting in others, and not tailgating myself, other are more likely to be civil back (although obviously not all are), professional truckers I find to be the most civil in return.
