the plumber left something behind in the line that has meandered down until it suddenly got hung up. Piece of plastic, or part of his lunch. At the constriction point with all the pressure you've got, the water getting through is probably making a bit of noise, maybe a stethoscope. Or open the line at various points moving away from the incoming main. When you stop getting pressure, you've hit pay dirt. If the whole house has lost it, it probably has to be between where the plumber tested the line and first fixture with no pressure. The outdoor hose fixtures are probably near the source, try those (this time of year you may not have turned them on. A friend of ours found a water filter cartridge installed and still wrapped in its plastic packing, because the installer, not a real plumber, just left it on. Worked much better when they took it out.
