No way to avoid these characters when dealing with parking lot bumper bashers. I don't see the humor in it though.

I hope you got the name and contact info of the person who witnessed the accident. A stationary vehicle is never at fault in a situation like this. Your witness will be crucial in proving your case, otherwise it's one person's word against another. Especially since it sounds like there is no accident report. FWIW, I would still have insisted on the report. I think the police try to discourage reporting minor incidents like this primarily because they don't want to deal with the paperwork. The officer would have recorded who was at fault in the report after taking the witnesses statement, and that would be the other driver. Your insurance shouldn't be affected at all by this, unless you have a history of claims such as this.
