If the weeping tile around the foundation is draining to a storm sewer or elsewhere lower. The water info will tend to rise less as the water depth rises above the gravity drains. This might not be your situation. We have the advantages and disadvantages of been on a hill side. At least there is somewhere for the water to go.
I can set my float deep down and pump water like crazy. Years ago we had days of flooding rains and the built in float of my pump failed, people drowned nearby. The water level in the sump came up to the level of the footings but never came higher or created and damp marks on the basement floor. The implication is that in some situations, keeping the water level down low simply uses more electricity and pump wear, while pulling the water levels low below the house increases the flow of water in-flow into the depression of the foundation. If running on batteries, then one would not want to pull do a depth greater than necessary.
Our basement is cut into a hill-side and that creates a spring effect as the depression of the foundation intersects the water table when it rains. This summer we had the property/foundation regraded and had the down spouts directed into 6" collector tubing to day-light into the slope of the front yard. This directs a lot of water away from the house. With many rain events the sump pump now does not run.
My dad once had a house that needed a sump pump. It had a 1.5" pipe that ran all the way down to the curb. Typically the discharge pipes will dump into a larger diameter pipe part way down to day-light [where a drain surfaces]. The pump would turn on then the float would then turn off the pump. The water in the pipe would then siphon strongly and the water flow would drive the pump impeller as a turbine and spin the pump motor quite fast. The flow would take the water down to the pump intake then you would hear a rush of air as the water flowed down to day-light. It was a very fascinating thing to observe.
