This is a case of a product being more than the product & needing an infrastructure to support it & hence the infrastructure needing to be there before the product can really be adopted... kinda like back in the day an electric light bulb being useless unless you had electric lines run to your house & someone built & operated a power plant, or how far could you drive if gas stations didn't exist. The government getting involved is them trying to jump start the adoption.
Because of the compactness of the country, I suspect it will work better there than in the US (at least outside of dense urban centers).
It would be interesting to know at what level of electric vehicles usage it starts having an impact on air quality & health, especially in cities.
Now one can argue about how much a government should be involved... but as I suspect the Netherlands imports most of its oil (like the US) & has plenty of domestic wind power (like the US... we just don't have all those cute old windmills), & due to its health system, there is a benefit to the country that is important to the government that may not be there for any one individual company.
