The only countries where the government built massive power plants and power networks before the people had light bulbs were the soviet union and its cohorts, as Lenin once said "Socialism plus electricity equals communism."
Here in the US, if the government had built a massive power network as soon as Edison invented the light bulb, the electric network would be running DC, Direct Current. The earliest light bulbs were powered by chemical batteries, and very small/localized power plants servicing one block to a few blocks only. That's how the far superior AC (Alternate Current) plants and networks were able to rise and supersede Edison's early DC networks, which BTW had previously superseded the gas-powered lighting infrastructure, also built by the private sector.
There are two types of societies: one type allows individuals to experiment and innovate on their own initiatives using their own resources, and therefore lead the world in innovations and living standards. The other type of society has the leaders impose their own personal plans on the entire population, giving contracts to bureaucratic monopolies with heavy government subsidies, hence undertaking enterprises without the ability of net-gain calculations. The latter type of society almost always lag behind the former in terms of living standards, because they can only copy the innovations of the former (a closed society would make the leaders copying foreign successful designs look like geniuses); that is, when they are lucky. When they are less fortunate is when the leaders become especially meglomaniac, the latter type of society would embark on fool's errands pursuing wasteful if not disasterous "innovations" as they do not have a market (consumers voting with their own wallets) to help correct mistakes and optimize.
