Whenever I paint outdoor wood, I prime with a 50/50 mix of boiled linseed oil and gum turpentine. I used to work for a large painting contractor ages ago and one of the old-timers there swore by it. It is especially good for pre-priming very dried old wood like window sills that have peeled and greyed from sun exposure, or clapboard that just won't seem to hold paint for long. Also good for the new-generation pressure treated wood to keep it from checking as it dries out. It penetrates deep into the pores of the wood and makes a great base for primer and topcoat. If it's soaking in, just keep applying it until you get a little sheen. That tells you it's soaked up about all it can. It adds an extra step, but I guarantee that the paint job will last. I live in an 1860's clapboard Victorian. 15 years ago, I stripped off the badly peeling and alligatored paint off the south side of the house and did the Boiled linseed oil/turp mix and then oil primed and latex topcoated. I just had to finally repaint this year. Not because of peeling, but because the latex topcoat chalks and wears away. I also had an old-timer tell me that they used to soak sill timbers in railroad cars full of the mix before erecting houses and barns. It wouldn't surprise me, I've had gummy chips come out of my sills when I've had to drill through them to run plumbing or electrical.
