Most Saabs are not unreasonably fast. Any car has the potential to get going fast enough to some serious damage if you wrap it around a tree. My perspective is that it's better to have some gusto under the right foot to be used in evasive maneuvers, pulling into (or left across) traffic, merging onto highways, etc. If you don't get up and go you can really get creamed! I see nothing wrong with a lower performance Saab model. Even though they're turbo's, they're geared more toward efficiency than power.
My first car was a 2001 9-5 V6 turbo. It was a little more than the $1500-2000 budget your grandson is working with, but I sure didn't have a lot of income for repairs. It's amazing what you can learn when you've gotta fix stuff on your own.
Oh and Saabs are drop dead cheap to insure.
