I had this worry, too. Elder daughter went to UMaine Farmington, well out in the sticks. And although Saabs are relatively common in Maine, the nearest indy was almost an hour away over 2-lane roads. I just made sure the car ('95 9K CS) was in good shape and that she knew to check oil, tire pressure, coolant, tranny fluid, etc. and off she went. We had a couple things go south, like the ACC and a gas tank strap but it was all easy enough to deal with. I'd go over it every time she came home--every 2-3 months.
Then she took my 9K across the country for 16 months. Had oil and tires done at local shops, then had the clutch done at Walter Wong's in LA. The only time we had an issue was when she took it to some random general repair shop. They did some needed stuff, but we kinda got hosed because they didn't know Saabs. I warned her not to go there, but she was 3K miles away, so what could I do?
But point is, if the car is in decent shape and the gotchas have been covered, he should be OK. And if the budget is $1500-2000, you're not going to get a good anything for that kind of money and a 1 or 2 owner Saab 150K+ miles on it may be just fine. Have been in my experience.
