that is a fairly interesting topic - as you say, even more fuel efficient cars would significantly impact the revenue generation!
I wonder if we will see more and more toll systems in place. I suppose it depends on whether it is done as a "tax the wear and tear" (toll or mileage tax - toll data could specifically correlate revenue to wear and tear on specific highway sections) or "tax the utility costs" (could correlate to cost of power facility and distribution costs)... in general more and more businesses are breaking these kinds of costs out to make them more visible to the customer...
most likely it will all go into one giant pot and comes out of one giant pot (not necessarily or even likely in equal amounts), that pot used for many other things also (not vehicle related)... that's basically how it works up here... but if greater correlation between use and cost were to be made, consumers (and civic planners) might make better choices when driving (and building things)... and maybe costing visibility of other things the gas taxes currently pay for might be improved as a result... but maybe that's all just excessive optimism!
