If fuel tax revenues decline as cars become more fuel efficient, the tax will either go up or registration costs will have to increase. Or both. It would make sense to base registration fees on some combination of number of cylinders, displacement, and vehicle weight. Weight probably has the greatest impact on roads. And as vehicles get heavier we'll see worse roads and higher registration costs.
Here in NH we pay annual state and town registration fees. The town fee is based on value of the vehicle, so it goes down as the car ages. For a new Porsche it's pretty pricey. For a 17 yr-old Saab 9K, not so much. There are minimum levels for value, so it always costs something. The state fee is based on vehicle weight.
When I lived in Mass, there was registration and excise tax, the latter based on value of the vehicle.
