Vit-D3 is stored and slowly converted to Vit-D25 which is a steroid hormone and as such it is transported to the cell nuclei where it plays a vital role in gene expression. Your DNA driven activities simply cannot happen properly without adequate amounts if vit-D25.
The Vit-D3 RDA is enough to prevent bone deformities [rickets] in children. One needs to consider things like optimal levels. Many are recommending 5000 iu per day. That dose is available in tiny oil based capsules and is inexpensive. Is that amount safe? Yes, one population study had people taking 3,000,000 iu doses four times per year.
Older people simply do not get outdoors enough to make vit-D3 in their skin with sun exposure. There is a weakness in studies such as the link. The very conditions in the associations will be reducing activities and sun exposure.
