This stuff is going to be some form of phorphoric acid gell. When spread over rust it converts it to Iron phosphate which is easer to remove. The phosphate coating is not very durable, and would only be a temporary measure until the area was sanded and repaited. Phorphoric acid was the main active ingredient of Naval Jelly, which has been around forever.
Quite frankly, if the rust is that bad, why don't you put on new rotors? The cheapest Chinese set you get ($20 each?) is going to provide better results than screwing around with a phosphate wash. Better yet, move up to a coated set of rotors ($40 each?) and solve your near and long term problems.
