When I bought my Chevy Volt last month I signed up for time-of-use electricity rates, and it is definitely not mandatory in Chicago. In fact, trying to change my service was quite frustrating, which included being transferred to about six different departments all of whom were clueless about the program ("I'll transfer you to new service" - followed by "hold" music). I eventually signed up through a non-profit called the Center for Neighborhood Technology. Main technical issue was getting my meter switched out to a smarter type of unit - no charge for this. Since I added a big electric power consumer, I can't say whether this will result in any savings, but for my intended purpose it should.
This only makes sense if you use a lot of power at night, i.e. when we will be charging the car. My brother had this type of service when he lived in Sacramento and had an air conditioner that would essentially freeze some ice at night and use the stored cold to cool his house during the day.
