TOU rates are now in effect and manditory (if you are hooked up to the grid anyway). The utility installed TOU metering on all houses a year or so prior to give everyone some time to adjust. The rates are different winter vs summer. Summer rates are highest during the day during the work week (to discourage home owners from running AC while they are at work at the same time employers need vast amounts of power for AC), taper back a little in the evening (still lots of demand then) and cheap at night. IIRC, Winter has 2 time windows, but the rates are in general a bit lower than summer, but I think encourage reduced evening use.
We try to not run laundry in the middle of the day if possible, especially in the summer, because it costs significantly more to run. We also only run the AC in the evening unless necessary for some reason. The utility can provide equipment/service (free of charge!) to "optimize" AC or water heaters electricity usage, but then you can't turn your AC on during the weekdays at all even if you need it.
All of this has had minimal impact good or bad on our life or bill. Probably is helpful for the utility to manage peak demand (those in the north-east USA and eastern Canada: remember the blackouts a decade ago? this is why!)...
