The cops looked at energy bills to find pot houses long before smart meters. The improvement the smart metering as a grid introduces is the ability to detect stolen power... Quite frankly if the pot producers really wanted to avoid that problem altogether, they could throw some solar panels on the roof - that's all the rage these days anyway.
Other than that, the article is pure speculation. I don't think the smart meters are actually anywhere near smart enough to monitor high speed variation in power usage, eg "signatures" of different sorts of appliances (let alone different brands)... nevermind deconvolve the data of them all running at once. Data per minute is about as much as they need. Can you imagine storing all that information! Waste of effort.
Imho the article screams conspiracy theory... but it is true that I can look at my usage data online through a secure website. It is kind of cool, but I suppose some might have privacy concerns over that. Me not so much.
Actually my only annoyance with the smart metering program was the upfront cost for the utility (passed on in our bills of course) and that they did not automatically install net metering meters... they know demand for this is coming and that it would also improve the grid, but they want customers to have to pay for that I guess!
