Years ago, I used to travel to Ontario from New York State once in a while to do magazine assignment work as a photog. I had all of the necessary paperwork: a customs carnet to cover my equipment, and a letter from my editor stating that I had specialized professional skills not available from a Canadian, etc. In order to go and return - typically on the same day - you had to stop in at US Customs on the way out, Canadian customs on the way in, and the reverse procedure coming back. Both sides had to stamp your carnet paperwork in both directions.
Pretty much uniformly, the US customs folks literally had no idea of what to do, once presented with the paperwork. I practically had to guide them through it. The Canadians were competely conversant with the paperwork, asked a few relevant questions and I was on my way. Fun times back then!
