What you could be seeing is the effect of Zero Tolerance... where from top to bottom the only measure is mistakes not doing something right. Doesn't help you're Canadian. If you complain, the agent is likely not going to hear about it or at least have little concequences. But if you do anything wrong in the US it could get back to him and he's going to hear about it and could have concequences.
Anytime someone's actions have no upside and only downside you get a lot of this type of behavior. Seen it a ton in business. Best examples are with politians such as the practially non existant parole rates when the final decision maker is an elected official as they are not willing to take a chance that even 1 parole does something wrong out on parole. Anyone wonder why Presidents & Govenors wait until they are leaving office for pardons? Blowback is virtually gone.
As they say, #h!t rolls down hill, and you were at the bottom.
Next time make sure you are "clean" and only have what you reasonably need, and have a good story for why crossing... better than "a walk"... such as your going to spend some money in the US taking advantage of the stregth of the Canadian dollar your looking to do a little shopping & maybe grab a bite to eat.
