I'm not sure BBB ever does anything except post complaints.
From time to time Texas has had attorney generals who help consumers. Not sure about the current administration.
The Federal Trade Commission does do consumer protection. Online complaints can be filed. With so much false advertising and deception on the Internet, and if its only local, they might not be much help.
Does the city have a consumer protection department? The cops are right. You need to pursue civil remedies.
Class actions exist because if only one person has been cheated, the expense to get the money back is greater than the amount of money involved, but if the same thing has happened to a bunch of people, one person can take the lead and the total amount can justify the fight. For $450 it is probably impractical to hire your own lawyer -- they need to pay the rent, too.
