The new European regulations that went into effect in June 2013 specify about a 25% reduction in stud density to decrease pavement wear. Nokian has developed a new stud to mitigate this requirement and was able to secure government approval in Scadinavia. The new stud is 0.5mm shorter and 20% lighter than the stud used in Hakka 7. It is also mounted in a different way, so that when it hits the pavement, it sinks into the tire on a kind of rubber cushion. This is great for decreasing pavement wear and stud noise but not so great for ice traction, as you can imagine. For countries who don't have these restriction on stud density, the old stud used in Hakka 7 may be louder on pavement but is much more effective on ice than the new stud.
Also, I would imagine, given that they are made in Russia, I don't know if I would trust the Russians to manufacture the tricky new model quite as well as the simpler to make old model. I have seen reports of studs being out of spec on Russian made Hakkas. This was one of the reasons I decided to go with Hakka R2 vs Hakka 7 last year.
