Perhaps there have been unbiased tests demonstrating (appreciably) what you imagine, but...
Ice is softer than pavement. It's certainly imaginable to develop a stud that will penetrate ice, yet retract instead of riding on the pavement. Studs aren't going to afford good traction on pavement to begin with, so the concept could be a better snow/ice tire.
