Because otherwise you would know that BMW covers annual oil changes. In fact, you are most likely to have more than 4 oil changes because they will cover annual changes PLUS any changes required by maintenance indicator. So most of the time you end up with 6 free oil changes.

Brake fluid changes are covered every two years, so not one but two brake fluid changes.

Wiper blades are covered annually, so four wiper blade replacements.

As far as "for you personally" monetary value of $200 -- you are simply not calculating it right. For example, my 550i requires 9 quarts of oil, so that's 6x9x$8 = $432 in motor oil alone. Plus everything else.

BMW brake pads and rotors are extremely soft. The way I drive, I get about $120-150k miles out of front brake pads on a Subaru. Slightly less on a SAAB. I almost never use my brakes. On my BMWs I get about 30k miles out of front brake pads, slightly less in the back. In parts alone, the value of BMW maintenance plan is over $500 on a 3er, over $800 on a 5er and over $1200 on an M-car. Plus labor.

I do all my work myself on all my cars, except BMWs. My BMW dealer is the only one that treats me like a valued customer. I have very specific requirements and I am extremely anal about my cars. Most mechanics I deal with are bastards who treat me like trash. I hate their guts. My BMW dealer service people are very different. They listen to me, they treat me with respect, they do everything I ask and beyond and they do an exceedingly terrific job. They also bend over backwards to accommodate my every need. That is one of the reasons I keep buying one BMW after another.
