Actually, electrolytic capacitors can and do go bad "just sitting there", particularly the ones made in Asia. Electrolytics are constructed something like batteries, with two pieces of metal foil suspended in an electrolyte; over time, the electrolyte can ooze out, attack the metal or dry up. This problem is very wide spread in the electronics industry, particularly in Asian products. At a previous electronics engineering job, I repaired many dead power supplies, monitors, etc. caused by this problem. I also have a previously tested spare OEM Clarion radio for my SAAB 9000 sitting on a shelf, but when I swapped it in recently, it was dead, probably due to electrolytic capacitors.

Try rewiring your new radio directly to some speakers, but don't be totally surprised if it doesn't work. At one point Blaupunkt made their products in Europe with local components, my guess is that those days are over. That said, even my Thorens turntable (made in Germany in the 1970s) had a problem with dead electrolytic capacitors in its power supply - which I replaced.
