As an example I have a Volvo XC60. The vehicle was available in various trim levels with rims from 18 to 20 inch diameter.
In the table below you can see that all the tire/ rim combinations have the same diameter but the section (profile) height changes by 1 inch from 18-inch to 20-inch. That 1 inch of section ((profile) height makes a difference in ride quality and steering response, as well as impact resistance and road damage.

The type of tire, i.e. touring vs sport tires makes a difference as well. Also, the larger rim/tire combinations are typically weigh more than the smaller rim/tire combinations.
So the choice of rim size and tire type is really a trade-off on many fronts. Ride quality, steering response, impact resistance, wet weather and snow traction/handling, etc.
The roads here in the Pacific Northwest are generally in good condition and I do not venture off road, so the 20-inch rims work well enough for me.
