The DeWalt impact driver you mention is one of my favorite and most-used tools I use around the house as a medium-level DIY'er and I would 100% recommend it. It was one of the first DeWalt power tools I invested in, and I have since expanded the stable to various other saws, drills, multi-tool, leaf blower, and string trimmer... all sharing the same 20v batteries.
I have a set of DeWalt chuck adapters to attach up to 3/8" and 1/2" sockets to it, and it has no problem at all getting wheel lugs broken. I was even in a pinch and couldn't get a breaker bar into the wheel well to break some caliper bolts free and this thing got them moving for me; great to fit into tight spaces. It looks like the $99 deal comes with 1.3Ah batteries, which probably aren't worth much. I find that this tool has the most usable power with my 4 or 5Ah batteries, in addition to lasting much longer.
