The "rear collision prevention device" is likely to be a circuit added to the third (center) brake light that flashes the bulbs a few times when you initially step on the brake pedal. This is one of the add-ons that a local Subaru dealer tried to sell a young woman that I took to buy a new car - she's a friend of my daughter and a grad student at a university nearby. As I recall, it was a lot less than $995, but still overpriced.
I got her what I thought was a good price on the car. Of course they tried to sell her extended warranty, paint protection, fabric protection, financing ("I'll pay with a check, thank you!", which shocked them) and windshield glass protection, a new one for me. The salesperson told us that Subaru uses a LAMINATED windshield and that these are very fragile and expensive to replace because you have to recalibrate the crash avoidance sensors. At this point I piped in and noted that I had just replaced the original LAMINATED windshield on my 1970 Volvo 1800E because it was de-laminating, not due to breakage.
