That's just what the left-most lane of a multi-lane highway/freeway is to be used for, regardless of speed. It's against the law to drive any other way on the European autobahns. It has to be that way because it is also unlawful to pass on the right side of a moving vehicle. It was very difficult to make the adjustment with the ignorant/noncaring drivers when I moved back to the States. We need more "Slow traffic stay to the right" signs. Maybe some "Give way to traffic behind you" signs would be more appropriate.
The pet peeve that I have that I rate ahead of the left lane scenario, because of the safety hazard issue, is people not turning on the headlights when it's fairly dark. They believe that since they can see, they think everyone else can see them. Not so, particularly if they have a dark colored vehicle. What's the big deal about switching your lights on anyway? Maybe they're afraid they'll forget to turn them off when they leave the car. I've had several close calls during my morning drive while changing lanes because I couldn't see some fool racing up behind me doing 30 MPH over the speed limit, and driving without lights.
