The new Mini-Cooper S comes with 17" wheels, and it wont be long before we start seeing 18" or even 19" wheels on these!
Upgrading your wheel size is a great modification for the money in my opinion, its one of the first modifications I do when I get a new car. Upgrade to a wheel that is too big though, and you'll spend a fortune on hard to find tires and replacing bent wheels.
The smallest car I've put bigger wheels on was a 1990 Miata- I upgraded from the stock 14" to 15" with 50 series tires and it made a huge difference, Mazda is even selling 2002 "special edition" Miatas with 16" wheels.
Its critical to do it properly though- you must ensure that the wheels have the correct offset and that the OD of the tire doesn't change by more than a few millimeters or you'll really screw up the suspension characteristics of your car.
