Interesting that you talk about 2043. There's an oustanding book I'm reading right now, written by an ex California State Senator. The book is called "What makes you think we read the bills?" by Bill Richardson and is a summary of all the problems that go on in Sacramento. Easy to pick on California state government as it may be, the issues brought up in that book do apply to state legislatures everywhere, and are not entirely endemic to California (though are particularly bad in California. Not discussed in his book is the basic political theory that the larger the political districts become, population wise, the more political the politicians become, and common sense goes down the drain.)
