As an Brit who moved to the US when I was a young kid, I've always loved spending time there, and if anything was car related, then it was even better.
Yes, London is expensive and the Tube could be better, but once you spend time there, you'll realize why it's such an amazing place.
When in London, Park Lane has all the expensive car dealerships...Aston Martin, Rolls-Royce, etc. There is a big Saab dealer right outside the Green Park Underground stop if you need to stare at all things Saab.
As for trips, I highly recommend the British Motor Heritage Museum in Gaydon, Warkwickshire. It's about an hour's drive from Oxford, and it is dedicated to British cars like MGs, Triumphs, Minis, Lotus, etc., including the very last MGB and Triumph TR6s that came off the assembly line. A fantastic space, and if they are still running it, make sure to go on the Land Rover experience. They take you on a mud course in a turbo diesel Defender 110, and show you how capable the trucks really are. It was intense!

There's also the Beaulieu Motor Museum which is also a great place to visit.

I'm not sure when the RAC rally is, but that would be fun too.
These places will require a car rental, and there are plenty of rental car agencies that rent to under 25 year olds. Make sure you get an international driver's license from AAA before you go (as a precaution). Driving on the left side isn't as hard as you think! Plus, the Brits are very courteous drivers...unlike, for example, Boston drivers (who rank as the worst drivers ever, in my opinion as a Bostonian!)
There is also the UK auto show, that usually takes place either at Earl's Court Exhibition Centre or the Olympia Exhibition center...it's usually in October, and I have yet to go. You'll get a chance to see great cars that we can't get here, like the newer Peugeots, MGs, Vauxhall/Opel, etc.
Also, pick up either a copy of "CAR" or "Top Gear" which are two of the UK's best car mags (and personally I think CAR is probably the best car magazine out there!) and they usually have a list of venues.
The Brits do great museums...if you like airplanes, check out Hendon (it's right on the Underground) or RAF Duxford (just outside Cambridge..they have the first Concorde there).
I'm rambling....anyway, enjoy!!
