most of what you want to do will be doable by public transit (much more so than in the States). A bicycle is nice to have. You can always rent a car. Car rental can be amazingly cheap, but you will want to take trains and buses to most destinations since it will be cheaper than petrol consumed driving there yourself in a car. Ask about special getaway prices usually available on trains by advance purchase - some very good deals that way. I paid $32 for a round trip train Manchester to London once by doing that.
I agree with others that costs are huge. Be ready to economize.
