That's probably a natural circulation return line. I'm assuming if you had pumped recirculation you'd know about it. That bathroom is probably fed by the 'normal' plumbing off the top of the heater. When nobody's using any water, it circulates slowly to keep the pipes warm. There might even be a check valve in that line.
