To install the LATCH system, there needs to be some infrastructure to connect it to. From an engineering standpoint, that might involve some major attachements to the chassis and modification of the seats. Basically, if it isn't designed in, making it an add-on could be quite involved. And anything that involved would require testing.
OK, I'm speculating here, and Toyotal may have just made a callow decision to allow small, helpless children to die horribly to save a nickle. But working as an engineer, a 'simple' fix often isn't quite so simple. As this shows, there are LOTS of regulations out there most folks don't know about, but the engineers have to live with. The 'fix' could possibly run hundreds of dollars per vehicle, just so people could put car seats where the don't belong (the front). And if a jury-rigged fix isn't perfect, they will open themselves up to even more lawsuits.
