7 years of sitting is not a good thing, and I'd expect a bunch of things to be needing immediate replacement. I'm just guessing it'll need $3-5K to get it working well again (fluids, tires, brakes, filters, belts, hoses, a/c, etc.). Hopefully it was well-maintained through its life.
I probably wouldn't pay more than about 8K for it, but since it's the last of the air-cooled 911s, there are no doubt many Porsche guys who know them well enough to bring it up to snuff and go away happy.
The guy who's really at risk is the one who just sees the KBB of $17K, offers $12K and thinks he's getting a good deal.
