I used to own a dealership specializing in cars in the $3-5K range. Your best approach is to look for "cars of opportunity," in other words look for that real creampuff and stay flexible as to the make and model. Surprisingly you can sometimes find some really nice cars for that money. I would think "old" cars that are perfectly good but sort of off the radar of modern car buyers. Older Mercedes wagons (though the diesel versions can be pricier) and rear wheel drive Volvo wagons are good bets and sometimes have a third seat. They tend to be well cared for, they're very well built and are very simple to work on compared to newer stuff. BMW and Peugeots (if you're adventurous)are out there cheap too. I'd stay away from American stuff--that price range puts you squarely in the bad old days for domestic cars. Once exception would be an older Suburban if you can stand the pain at the pump, though I'm not sure what that money would buy in one.
