While not yet retracting that statement, I have been sitting here waiting for a call and did some research. The questions I raise are, does a boost gauge reference to a set load (like a spring), or to atmosphere? How does a MAP sensor reference? A MAF car does not relate to differentials, just airflow. If (again taking into account turbo capabilities) the most basic of turbo control systems just use a preset wastegate control, which is boost pressure against a spring, won't that car reach the same pressure at elevation?

Usually a boost comprises of a membrane and a spring. One side of the membrane is open to atmosphere and the other is connected to the boost tap.

Preset wastegate on the other hand does not behave in the same manner, since the "other side" of the membrane is not open to atmosphere, it is sealed. A car with preset wastegate will run higher boost at altitude. This is due to the fact that the air pressure with in the wastegate clock is higher than ambient, so it reguires more boost to open it.
