Sounds to me like your BPC (boost solinoid) is stuck such that it will
not allow pressure to reach the wastegate actuator. Same effect as removing
the "W" hose from the actuator.
I think Saab has a problem making reliable valves. My '97 has also
gone through 3 valves in the last year. The last one that failed
only lasted 3 months, with the same symptoms you have seen.
eEuroparts has changed their warranty policy on the vavles cutting it
from a year to 60 days. They think that having a modified air box and/or
a K&N filter allows enough contaminates to enter the intake to jam up the valves.
They are not honoring the 60 day warranty, if you have a modified air box.
